Don’t snipe. Just plain shoot.:
For the mission “The Guns of Leone” you take from JD O’Toole in Portland island. After you’ve got to the blip on the radar for the sniper rifle that’s on top of a roof. Just jump down from the roof and shoot them. (if you do you want to try just sniping them instead. you can hold L while in snipe mode to make it easier to snipe.)
Drive on water:

To do this, you need to turn the pedestrians follow you code on.
On the radio:
For missions where you blow up a building or you kill someone big and important. After you complete the mission. Instead of going and taking another mission just drive around for bit. and you’ll hear short piece of news music. Then a news person will talk about the building you blow up or the big and important person or person’s you killed.
Others Pay:
For some missions you get in the game the person you take the mission from will have a weapon paid and waiting for you at a ammunation nation gunshop. The gunshop icon will appear as the U.S.A. flag on your radar. Grab the free weapon and just fail the mission. Without it being by getting wasted or busted. EX: losing them, time runs out, you don’t stop them from getting to their destination. Then just go back to that person and fail again to get more free ammo. Don’t do this to many times as failing missions may affect you criminal rating. Which can be viewed by pressing start and going to stats.
Overcast weather:
While playing a game, press Up, Down, X, Up, Down, Triangle, L, R. If you entered the cheat correctly, a message will appear.
Pedestrians attack you:
While playing a game, press L, L, R, L, L, R, Up, Triangle. If you entered the cheat correctly, a message will appear.
Pedestrians follow you:

For those missions. Where you are up againist many foes at one time and you can get a vechile to the mission area. Just get a vechile and get going fast enough. So when you hit them it kills them. When the vechile starts on fire. Just get and get another one. And remember the vechiles that can take a beating before setting on fire.
Run longer:
Instead of holding X to run, repeatedly tap it.
Slower gameplay:
While playing a game, press R, Triangle, X, R, Square, Circle, Left, Right. If you entered the cheat correctly, a message will appear.
Spawn Rhino:

If you didn’t get the Thunder-Rodd in the mission called “Grease Sucho”, don’t fret. If you go to the Policeman’s Ball (Grand Theft Auto 3 players will remember this.) in Chinatown, Portland, you can find one sitting there.
Note: There won’t always be a Thunder-Rodd sitting there. Sometimes you gotta leave and come back. Also, this is one of the 16 cars you need in Staunton Island for the “Car-azy Car Giveaway”.
Traffic lights always green:

Trip Skips:
If you fail a mission, you can take the taxi for $9.00 to get back to the mission location that you recently failed. You’ll be able to reconize it easily because it has a blue arrow over it. If you have no money, you will be taken to the place you need to go to, but for free.
Upside down:
While playing a game, press Down, Down, Down, X, X, Square, R, L. If you entered the cheat correctly, a message will appear.
Upside up:
